GoogleBot checks on a number of different resources during this quick test. It will lay out any exceptions or errors if found during the test. Any user whose website is already mobile-friendly, customized and optimized would get a green ‘Awesome! This page is mobile-friendly as result.
Clearly, if the results are not green; a number of things might need to be considered. Firstly, developers would need to understand different mobile / smart devices and their configurations. Secondly, responsive web design would need to be considered i.e. how long is it taking for the page to load, is it loading as expected? is the text looking alright or too small etc?
